Management Consultancy and Other Special Services

Conduct Training on Harmonized Approach to Cash Transfer (HACT) aimed at the Concerned Personnel of the Government and NGOs , financed by UNICEF / Bangladesh Country Office.

Description: UNICEF authority assigned HVC to facilitate and conduct the training aimed at the concerned personnel of the government and NGOs. The overall objectives of the training program were to introduce the concept and key elements of HACT and to enhance the skills of the participants in filling in the Fund Authorization which HVC’s Team successfully delivered and imparted. A total number of 1,269 participated in 29 batch of the training program. 

Accounting Procedures Manual & Human Resources Manual of BRAC African International.

Description: HVC was engaged to evaluate the existing Chart of Accounts and design and prepare an accounting manual and HR Manual in line with country specific requirements for BRAC International for its Africa operations. The assignment was conducted in Uganda, Tanzania (including Zanzibar) and  Bangladesh

Simplification and Modernization of Cooperative Audit & Accounting System and Acceleration of Liquidation Process for the Cooperative Societies under the Department of Cooperatives.

Description: Review the existing cooperative audit and accounting system for simplification of cooperative Accounting System and preparation of Standard audit Manual for various Types (i.e. most active, active and Inactive) of Cooperative societies and measures for acceleration of existing liquidation procedures for inactive Cooperative Societies to prepare computer based Accounting and Financial Reporting system for various types of Cooperative Societies.

Accounting and Management Information System Manual of Metro Spinning Limited                                                                                                                     

Description: HVC was assigned to develop the Accounting and Operational Manual, Chart of Accounts, Accounting Policy and also has prepared Financial Reporting formats for Metro Spinning according to International Accounting Standard (IAS). This Manual highlights and sets out the most ideal methods and procedures for MSL operation.

Accounting Policies and Procedures Manual of BRAC-Afghanistan.

Description: HVC was engaged to evaluate the existing Chart of Accounts and has conducted an extensive study and prepared an accounting manual for Accounts and Finance of BRAC-Afghanistan in line with the requirements of IAS.

Evaluation of Chart of Accounts and IAS based Accounting Manual of Naripokkho

Description: HVC was engaged to evaluate the existing Chart of Accounts and has conducted an extensive study and prepared an accounting manual for Accounts and Finance of Naripokkho in line with the requirements of IAS.

Accounting System Design and Software Development of Chittagong Water and Sewerage Authority CWASA

Description: Review the existing accounting system and develop new accounting and reporting system of the entity. Prepared IAS compliant Financial Statements. Engaged in designing chart of Accounts and accounting manual for computerized accounting systems. Conversion of existing vouchers into new format using new chart of accounts. Entry the converted vouchers into the accounting software implementation of CWASA.

Description: Assessment of financial and management strength of various partner  NGO’s for the fund disbursement

Local Fund Agent to The Global Fund to Fight AIDS. Tuberculosis and Malaria

Description: Assessment of financial and management strength, background analysis, and procurement capability. Analysis of budget and forecast, validating procurement and quarterly certification of financial statement. Time to time coordinating with Ministry of Health, Global Fund and the principal recipients of grants.

Rural Poor Co-operative Project: Cr. Line TA No 2233-BAN on Bangladesh Rural Development Board (BRDB), financed by ADB

Description: The objective of the Project was the development of Cooperatives consisting of landless poor to meet their savings and credits through the establishment of primary cooperative at village level involving project loan US Dollar 30.00 million covering over 6,800 primary rural cooperatives and over 170,000 members of such cooperative societies.

HVC evaluated accounting practices of Rural Poor Co-operative Association (TBCCA), verified recovery rate, conducted financial & compliance audit of TBCCA for five years (1993-1998)

Bangladesh Population & Health Consortium (BPHC) DFID of UK, CIDA, SIDA and the Netherlands Government.

Description: BPHC, Public NGO Partnership is a component of DFID’s support to the Government of Bangladesh’s Health and Population Sector Programme (HPSP).

HVC’s responsibilities included quantification of the losses of cash through the lapses inherent in the control system and to advise on the remedial steps in reinstating an effective system.  BPHC was an agency of DFID/UK and other Donor agencies for disbursement of funds among the 100 partner NGOs in the Health Sector having capacity to provide full range of Essential Services Package (ESP).

Emergency Flood Recovery Project: IDA Credit 3144-BD, Ministry of Finance / Central Bank.

Description:  The objective of the Project is to assist Government of Bangladesh to maintain macroeconomic stability through financing import cost associated with restoring its infrastructure assets, productive levels and food grains stocks in the face of 1998 floods.

HVC’s assignment included verification and assertion of all procurements for compliance with the DCA mandates.

Local Fund Agent to GFATM 

 

Description: Principal Recipient’s Assessment of financial and management strength, background analysis, and procurement capability. Analysis of budget and forecast, validations of procurements and quarterly certification of financial statements. Coordination with CCM / Ministry of Health, Global Fund and Principal Recipients (PR) of grants.

 Operation and Management (O&M) Agreement

  • Assisted Bangladesh Government in reviewing bid offers and various clauses of Operation and Management Agreements to help negotiate with international chain hotels.
  • Review of O&M  Agreement with Sheraton Hotel vis-à-vis five year operational results of the hotel for increasing the return on capital (ROC) by owning company Bangladesh Services

 Feasibility Study, Researches and Surveys

  • Wages and benefits survey of 15 industrial units in Bangladesh Export Processing Zone as part of base line survey in association with ATAZ Bangladesh and SGS Bangladesh
  • Salary survey of foreign banks in Bangladesh to ascertain the market competitiveness and restructuring of salary & benefits package to make it tax effective
  • Severance compensation package survey of a multinational company
  • Rating of private sector insurance companies for a foreign bank
  • Conducted market and financial feasibility study and assessed statutory requirements for opening branch in Bangladesh by a Bahrain based Bank.   

Immigration & Other Services

Immigration and Financial Services Agent – performed various verification services as referred by New Zealand Immigration Services, Hong Kong, that include Property Verification, Financial Verification, Business/Employment Background Verification, and Biographical Verification.

Provide Immigration services to the expatriate employees which include obtaining Employment Visa, obtaining Work Permit, Foreigners Registration, Tax Clearances and other advisory services.

Obtaining various permissions and licenses from different ministries and government agencies as per clients’ requirements.  Advise expatriate employees of different MNCs in their initial settling in process in Bangladesh.
